BOC-3 process agents: what the filing means
A BOC-3 designates process agents — people who can receive legal documents on the carrier's behalf in each state where it operates. Most carriers use a "blanket company" that covers all states.
Why brokers care
Operating authority can't become active without a BOC-3 on file. A new authority with no BOC-3, or a sudden change of blanket company, is worth a closer look in context with other changes.
